Strategic Planning

Background

The Strategic Prevention Framework (SPF) is a data-driven, strategic planning process developed by the Substance Abuse and Mental Health Services Administration (SAMHSA) for preventing substance misuse and abuse. The process includes steps in assessment, capacity, planning, implementation, and evaluation, guided by the principles of sustainability and cultural competency.

The Substance Abuse and Mental Health Services Administration (SAMHSA) developed the Strategic Prevention Framework (SPF) as a data-driven, strategic planning process for preventing substance misuse and abuse. The SPF is built on a community-based risk and protective factors approach to prevention and a series of guiding principles that can be utilized at the federal, state/tribal and community levels.

More About the SPF in Ohio

Ohio’s SPF-PFS initiative seeks to increase the access of high need rural areas to evidence-based prevention services by building workforce capacity and prevention system infrastructure. The decision to select Appalachian and rural communities as the target population for this grant grew out of several years of need, resource and readiness assessment work conducted at the state and local levels.

Ohio's prevention priorities are to:

  1. Increase access to prevention services by enhancing prevention infrastructure,
  2. Prevent or reduce consequences of underage drinking for persons aged 12 to 20, and
  3. Reduce prescription drug misuse and abuse among persons aged 12 to 20.

Ohio’s PFS will help build an integrated public health infrastructure that more efficiently leverages prevention resources to support the alignment of prevention priorities from multiple systems at the community and state levels. This expanded infrastructure and increased workforce capacity will lead to an increased use of evidence-based programs, policies, practices and strategies to impact individual and community level change and ensure that Ohio's Appalachian and rural populations have equitable access to culturally competent prevention services.

Data

Collecting and Organizing Existing Data

Planning under the CCIM4C involves the creation of six comprehensive plans with goals, objectives, and strategies aimed at decreasing opioid used disorder and increasing access to treatment by addressing the needs of the community related to prevention, treatment, and recovery services. During this phase, communities identify causal factors and root causes, develop logic chains, and select evidence-based policies and programs. However, the first step to planning under CCIM4C is for communities to collect and organize their data.

Below is a video and the accompanying slides on “Collecting and Organizing Existing Data.”  The CCIM4C Data Worksheet outlined in the video is also included to help communities organize their data in one place. The Data Worksheet is an Excel file with six tabs for each of the six plan areas (demand reduction, supply reduction, harm reduction, treatment, recovery supports, and community trauma/BHAG).  An example worksheet has also been included as a helpful resource.

Identifying Existing Data and Gaps

Collecting and organizing existing data across six different plan areas in a community can be intimidating.  Where can I find data?  What data is being collected and who is collecting it?  Is the data accessible or shared with others?  The resources below provide guidance for identifying existing data and gaps and involving data partners in the process.

Theory of Change

Developing a Theory of Change

Developing a theory of change is an integral part of any strategic planning process. By developing a theory of change with stakeholders from the community, this document can help guide the group’s work by identifying partners, frameworks, and strategies and prioritizing the group’s goals. The theory of change is also one way to explicate the “common agenda” detailed in Kania & Kramer’s (2011) article on Collective Impact.

Below is a video and the accompanying slides on “Developing a Theory of Change.” The Theory of Change template outlined in the video is also included as both a fillable Excel version and a PDF version. An Excel version that includes six data tabs for the six plan areas and a seventh ‘Theory of Change’ tab is also provided so communities can keep their data and working theory of change in one place.

CCIM4C Statewide Theory of Change

The CCIM4C Leadership Team developed a Statewide Theory of Change to guide the overarching CCIM4C Initiative.  This document shows the partners, frameworks, strategies, and goals identified by the Leadership Team as the team’s priorities and focus areas.  However, the Leadership Team knows that a top-down approach is not the most effective way to plan and create conditions for change within a community.  With this in mind, each funded community will also be creating their own theories of change to guide the work in their respective communities.

Logic Chains

Identifying and Selecting Causal Factors

Identifying and selecting causal factors is an important step to prioritizing the data for each plan area and making sure the ‘right’ people are at the table. By bringing together a group of stakeholders or subcommittee members and identifying which data points jump out as the most pressing or important to address, communities can begin to select causal factors for each plan area and move on to developing logic chains.

Developing Logic Chains

The process of developing logic chains helps communities explore their data, prioritize causal factors, determine root causes, and ultimately identify evidence-based strategies that lead to the desired outcomes.  Once developed, communities can then transfer their logic chains to the strategic plan map templates and complete their theories of action for a final strategic plan map in each area.

Below is a video on developing logic chains and a one-page logic chain quick guide.  Additionally, the accompanying worksheet provides examples and logic chain templates for the six plan areas.

Community Logic Chain Examples

During the April 2018 Webinar, Cohort 1 communities shared their draft logic chains and the process of developing logic chains with the broader learning community. The webinar slides below include examples of draft community logic chains from Cohort 1 of the CCIM4C.

Strategic Plan Maps

Creating a Strategic Plan Map

Data-driven strategic planning under the CCIM4C involves the creation of comprehensive plans with goals, objectives, and strategies aimed at decreasing opioid use disorder deaths and increasing access to treatment by addressing the needs of the community related to prevention (demand reduction, supply reduction, and harm reduction), treatment, and recovery services, as well as community trauma. The strategic planning steps of organizing data, developing a theory of change, and completing logic chains for each of the plan areas will prepare communities to draft their community-level strategic plan maps that make up their community response to the opioid crisis.

Below is a video on data-driven strategic planning under the CCIM4C and the accompanying slides.  An additional video from April 2018 includes information on the updated CCIM4C strategic plan map templates, which were modified after the first video was filmed.

CCIM4C Strategic Plan Map Templates

The CCIM4C strategic plan map templates offer a helpful way to display data, causal factors, root causes, strategies, and outcomes in one document. These templates were developed and revised in collaboration with the Cohort 1 communities. 

The first two templates are to be used for the prevention, treatment, and recovery supports plans. The next two templates are to be used for the community trauma/BHAG plan. The annotated versions include helpful notes to guide communities as they complete their strategic plan maps.

Selecting Evidence-Based Strategies

Introduction to Selecting Evidence-Based Strategies

After the process of organizing data, prioritizing causal factors, determining root causes, developing logic chains, and mapping this information on to the strategic plan map templates, communities are ready to work on the theories of action portion of the strategic plan map. This step includes identifying and selecting evidence-based strategies that lead to the desired outcomes.

Below is a video introducing the selection of evidence-based strategies and the accompanying slides. While this video is situated for youth-led initiatives, communities may find it helpful for the CCIM4C work as well, particularly those that are new to the CSAP strategies.

Guidance and Tools for Selecting Evidence-Based Strategies

Selecting evidence-based strategies that lead to the desired outcomes involves choosing the right strategy at the right time for that particular community. There is no one strategy that works for every community. And even within a community, strategies often change to best reflect the community’s current needs.

Below are some additional resources to help guide communities when selecting evidence-based strategies. The CCIM4C Webinar Series also features short videos of community members presenting on various strategies that they have implemented and the challenges, successes, and lessons learned for those strategies.

Strategy Description Form

Once communities have identified and selected evidence-based strategies for each of their strategic plan maps, communities will complete a strategy description form to support the strategic plan maps.  This form includes detailed descriptions of the chosen strategies and the community’s plan for implementation.
